Melling Parish Council - Chairman’s Report for 2018 / 2019

This has been a challenging year for the Parish Council mainly due to matters relating to planning and development. We successfully, in conjunction with local residents, had the initial planning application for the new Rainbow Fields Bellway Estate amended with conditions to satisfy the many comments we had. This estate is now being built and we continue to monitor the progress of the development. Then there was the Spurriers Lane planning application for a permanent traveller’s site which led to c.250 people turning up to the June meeting, of which 100 were admitted safely into the School hall. We lodged an objection after drafting a letter for that meeting and adding further comments from members of our community. Although the application was rejected, the travellers moved into the site – which is now a matter for the Court.

It was agreed through Council that the Melling Neighbourhood Plan be put on hold pending a further review. This was due to the increasing workload to complete, the resignation of the lead Councillor for the Plan and the specific requirements of Sefton suggesting that the draft plan fell short of being passed by the independent inspectorate for planning.  You will appreciate that there is an awful lot of work involved and cost to complete this for a small Parish Council, but we shall endeavour to seek a solution this year. This is very disappointing as an external consultant wrote the draft plan and there seems to be no re-course for this.

On to more positive topic’s… through our working groups we conducted a review of Waddicar Lane with Sefton Highways, primarily seeking: a 20mph limit, limit dangerous pavement parking, review the roundabout by the MRA and general safety. We have a positive outcome in that Sefton have agreed to provide railings to the side of the zebra crossing near to the garage on Waddicar Lane. This is to stop cars parking on the pavement blocking the view for pedestrians and motorists. We also sent a mailshot regarding pavement parking to all residents on Waddicar Lane and we had the Police ticketing illegally parked cars. We still wait for the decision for yellow lines for the junctions of Liddell Avenue and Rainbow Drive with Waddicar Lane.

In conjunction with the local Secondary Schools in Maghull we ran a ‘design a litter poster’ campaign. We had many entrants and the winner had the slogan ‘Make Melling Marvellous’ – earning a £50 high street voucher. The intention was that the poster was to go on the new bins around Melling, which has not occurred, but this will be followed up.

We had a living Christmas tree planted on the land by the Horse & Jockey roundabout, complete with lights just in time for the ‘Christmas Light Switch On and Community Awards’ Event which was held late in November and was a tremendous success of Community engagement and spirit. This brought many groups together to celebrate many achievements in our Community.  It is our intention to continue to build on this success and develop this event further each year.

We will also continue to support local groups including but not limited to the Youth Group, Scouts, Playgroup and Pensioners. We also, in conjunction with the Ward Councillors arranged two litter picking events that involved the community. This has been going for a number of years and we would want these to continue with everyone’s support.

Now, I would not usually single out Councillors in this report, however , I feel it would be remiss of me not to mention Councillor Alison Doyle who, in August, tragically lost her life in an accident whilst out pursuing her love of cycling. Alison had only joined the Council in February and took the challenge for the litter poster designs, mentioned earlier, directly to the Schools in Maghull. This is such a tragedy and I know Alison is greatly missed by all.

We started the year with challenges and so we ended the year the same way. We had a very difficult decision to make regarding the budget. It was with a heavy heart and after two meetings the Council agreed to increase the Precept. The Council had also had a wish to purchase the four acre plot of land off Waddicar Lane to protect it from further development and use for the community. Sadly, Council agreed not to pursue this further due a number of different factors, not least the ability to raise funds and also to be able to have the resources to maintain the land.

Also, for the second time in living memory there was an election for the eleven Parish Council Seats as one of the local political party’s fielded twelve candidates. The Parish Council has always been independent of any political party and so it was up to the electorate of Melling to decide. After the vote on May 2nd a new Council was formed, who will meet for the first time after this assembly. I am pleased to report that all ten non-political candidates were elected and we also have three newly elected Councillors who I extend a warm welcome to.

So, as we look forward to 2019 / 2020 we will continue to represent the people of Melling as a voice to the Local Authority. These are challenging times ahead, especially with new housing developments and limited resources at our disposal. We, the Parish Council, look forward to continue to work with the Community to make this a safe and enjoyable place to live and work in. I would like to thank the Clerk for her hard work, dedication and counsel this last year. I also want to thank the Councillors for their support, hard work and good spirit in giving up their own time for all that we do for the Parish in what has been a very challenging year.

Response from Melling Parish Council to an application for the change of use of a pony paddock on Spurriers Lane.

Melling Parish Council held its monthly Ordinary Meeting last night 12th June 2018.  Firstly, the Parish Council would like to thank the 200 or so members of the community for their attendance at that meeting. Unfortunately, for safety reasons the Council was only able to admit a maximum number of 100 people into the school hall.  

In order to make sure that all residents who remained outside were fully informed and able to make comments in the same way as those in the hall itself, Councillor Tony Carr, remained outside the hall to relay the process taking place during the public participation section of the meeting.  Comments from residents were then relayed back into the meeting by Councillor Carr and considered by the Parish Council in the same way as comments made by those inside the hall.

We would like to thank everyone attending the meeting for their understanding of the situation and for their patience.  In particular, we would like to thank those attending from Parishes other than Melling for kindly volunteering to give up their seats in the hall so that Melling residents were able to be admitted.

The majority of those attending the meeting wished to comment on the planning application submitted recently relating to the change of use of a pony paddock on Spurriers Lane.  We confirm that the response of the Parish Council to Sefton Council was agreed at the meeting last night and will be available on our website in due course.  We would advise anyone wishing to comment on the application to do so directly to Sefton Council.
